What companies run services between Seoul, South Korea and Ulleungdo, South Korea?

There is no direct connection from Seoul to Ulleungdo. However, you can take the train to Gangneung Station, walk to Gangneung Old Terminal, take the line 302 bus to Anmok, walk to Gangneung Ferry Terminal, then take the ferry to Ulleungdo Jeodong. Alternatively, you can take a subway from City Hall Station to Ulleungdo via Cheongnyangni Station, Cheongnyangni Station, Mukho Station, Donghae Mukho Terminal, and Ulleungdo Dodong in around 7h 39m.
