The project is one of Pakistan's largest private-sector power development project, and is being constructed as part of the China–Pakistan Economic Corridor's "Early Harvest" projects, although the government of Khyber Pakhtunkhwa disputes this, arguing that financing for the project predates the announcement of CPEC.
